- 4 Tbsp all purpose flour
- 4 cups milk
- 1/2 tsp salt
- 1/4 tsp pepper
- 1 tsp garlic powder
- 1 tsp paprika
- 2 cups mozzarella cheese, shredded
Topping:
- 2 cups swiss cheese, shredded
